Assurer la transparence dans l’action climatique et le soutien nécessite un processus d’amélioration continue, intégrant la collecte, le traitement, l’analyse, la compilation, la communication et la vérification des données. L’établissement de dispositifs institutionnels efficaces est essentiel pour atteindre cet objectif de transparence et constitue l’épine dorsale de tout cadre de transparence, facilitant aux pays la fourniture d’un flux fiable, cohérent et continu de données et d’informations. Ces dispositifs soutiennent également l’engagement de l’expertise nationale et infranationale, garantissant la coordination entre les institutions et la génération de produits récurrents, engageants et progressivement affinés. Les configurations institutionnelles varieront naturellement d’un pays à l’autre, reflétant leurs circonstances distinctes, leurs priorités d’action et la nécessité d’informer les parties prenantes impliquées dans la mise en œuvre et la communication des actions.
Gauss accompagne activement les pays dans l’analyse de leur cadre institutionnel pour une action climatique efficace. Cela inclut la cartographie des parties prenantes, de leurs capacités, de leurs procédures et de leurs mandats actuels, suivie de recommandations concrètes et d’une assistance pour établir ou renforcer les réformes institutionnelles, juridiques et procédurales essentielles à l’alignement sur les objectifs politiques. Cela englobe et nécessite une approche globale qui implique de comprendre les émissions actuelles, de projeter les trajectoires futures dans différents scénarios, d’explorer les voies potentielles de réduction des émissions, de mettre en œuvre des politiques et des mesures efficaces, et de fixer des objectifs à court, moyen et long termes ambitieux mais réalistes pour limiter les impacts du changement climatique sur les générations présentes et futures.
Gauss possède une expérience de longue date dans les différents éléments cruciaux englobés par l’atténuation du changement climatique.
