Sander Akkermans holds a master’s degree in environment and resource management and is environmental consultant on climate change and sustainability issues. Sander has a solid experience in the development of GHG emission inventories under the United Nations Framework Convention of Climate Change (UNFCCC) and in climate change policy analysis. Furthermore, Sander has experience in corporate social responsibility, producing greenhouse gas emission inventories in order to obtain external CO2 performance ladder certificates. He has also been involved in establishing the groundwork for new carbon offsetting initiatives for a non-profit governmental organisation, which has granted him experience in a broad field of social and environmental challenges.

Daniela Da Costa is a Civil Engineer with a Specialization in Energy and Environment and a Master´s Degree on Environmental Design and New Technologies. Currently working as an Environmental Consultant, Daniela specializes on climate change mitigation, renewable energies, energy efficiency and waste management. She has experience as an Environmental Engineering Research Assistant estimating the biogas generation of municipal solid waste with the aim to reduce fugitive emissions from sanitary landfill management. Additional experience focuses on energy efficiency methods to reduce the energy consumption and carbon footprint of the building sector.

Pedro Puente

Researcher || Consultant

Pedro Puente holds a bachelor’s degree in environmental sciences and a master’s degree in environmental management and engineering. Pedro specialise in big data and its application to GHG emission inventories and projections. Pedro supports a wide range of projects at Gauss, bringing its technical expertise in mitigation, carbon footprint estimation, and application of Agile methodologies. Before joining Gauss, Pedro estimated the carbon footprint of municipalities in Spain, proposing mitigation action plans based on the emissions profile of each municipality. Furthermore, Pedro has experience working as a laboratory technician and data analysis in the feeding and water quality sector.

Advisory support, data needs, gap assessment, recommendations and capacity building to account, track and update NDC under the climate action enhancement project in Grenada (GGGI/NDC Partnership)


Gauss provided technical assistance, analytical support, and capacity building to the Government of Grenada to assess data collection procedures and available climate change-related data to measure progress towards emissions reduction and other climate goals and support the upgrading and further implementation of NDC. A QA was undertaken of the GHG inventory presented in the Second National Communication of Grenada, data gaps were identified and an improvement plan and an MRV proposed. Mitigation assessments for the 2020 NDC of Grenada were also assessed and recommendations provided to improve the accuracy of the assessments. A set of indicators to track the progress in the achievement of the 2020 NDC were proposed and a capacity building and training program implemented.

Quality assurance of the national systems and the GHG emission inventories of Vietnam, Nigeria, PNG, Philippines, South Africa, Malawi, Armenia, Argentina, Guyana, Angola, Senegal, Zimbabwe and Burkina Faso (UNFCCC)


This project consisted in a quality assurance (QA) exercise focused on the capacity building of the national compilation team. The QA is developed together with the compilation team, identifying areas of improvement of the inventory and providing customised training to the attendees. One of the key outcomes of the exercise is the development of an improvement plan of the inventory. The work involved half a month work by country with in-country capacity building workshop of one week for each country.

Moderation of the UNFCCC forum on MRV and GHG inventories (UNFCCC)


In preparation for the inventory reporting under the enhanced transparency framework of the Paris Agreement, this project covers the provision of continued capacity-building support to the national greenhouse gas inventory compilers for implementing the 2006 IPCC/latest available Guidelines for their greenhouse gas inventory preparation and their GHG inventory systems. The support is provided via a web-based communication platform in sharepoint hosted by the UNFCCC.

Technical support to increase the overall transparency capacities in developing countries under the initiative for climate action transparency (ICAT/UNOPS)


The objective of this grant is to provide technical support and capacity building to developing countries for transparency related to climate actions and policies based on country priorities and needs with the aim of equipping countries with the capacity to effectively assess the impacts of their climate policies and actions and fulfill their transparency commitments under international frameworks, in particular the Enhanced Transparency Framework of the Paris Agreement. The technical support is being provided within the framework of the ICAT Strategic Approach and the long-term work program until November 2021. The foreseen technical support is being implemented under the overall country engagement with seven countries: Antigua and Barbuda, Chad, Chile, Fiji, Liberia, Eswatini, and Nigeria.

Development of the full project proposal of the capacity-building initiative for transparency (CBIT) for establishing an integrated and enhanced transparency framework for climate actions and support measures in India (UNDP India)


The objective was to lead and coordinate the elaboration of a project proposal for the GEF to strengthen the existing institutional capacity and enable national institutions and organisations to monitor, verify, and report relevant information pertaining to climate reporting to the UNFCCC. This project included the development of an study to assess the gaps in current capacity and the capacity needed in the future to implement the Paris Agreement Enhanced Transparency  Framework and the elaboration of the Biennial Transparecy Reports from 2024.

Technical support for the green climate fund (GCF) readiness in Dominica (UNDP Barbados)


This project was focused on the development of national procedures (such as, but not limited to, the no objection procedure), coordination mechanisms and an operational manual for the NDA of Dominica. This work included a capacity building component on good practices for accessing the GCF and other international climate finance sources.

Update of climate finance strategy, the NDA framework document and the country programme of Dominica for the Green Climate Fund (UNDP Barbados)


This project consisted in a review and update the Low-Carbon Climate-Resilient Development Strategy, the elaboration of the framework document of the NDA and the prioritisation of climate actions in a country programme to develop proposals to be submitted to the Green Climate Fund.

Support for validation and development of monetary environmental accounts (Eurostat)


The overall objective of this project is to support Eurostat in the field of monetary environmental accounts in the process of data collection, validation, gap-filling, data analysis, quality assessment, and dissemination of environmental taxes and environmental expenditure. Gauss team provides customised support to all environmental accounts, leading the technical work under the Environmental Taxes by Economic Activity (ETEA) account. Gauss team also supports the development and maintenance of IT tools for data processing at Eurostat, enhancing the validation of the data and achieving a high degree of automatization for Eurostat staff. Gauss also provides specialised supports for the dissemination of statistics, developing articles on the characteristics of the datasets and their main results. Support Georgia in enhancing its national capacities to track and report on climate finance (UNDP GSP)


The main objective of the assignment is to support the Ministry of Environmental Protection and Agriculture (MEPA) in establishing a climate finance MRV system. This objective included the implementation of a capacity building program to train local experts in the key concepts of climate finance and its tracking.

Emission inventory and projections of SLCPs (Short live climate pollutants) for the NDC revision of Liberia (UNDP Liberia)


The main objective of the assignment was to assess the emission profile of the country, analyse the quantitative data available on SLCP emissions and their forecasts, recommend sector targets to be added in the revised NDC; and to provide capacity building to national stakeholders on the development of inventories and development of policy related to SLCP.

Support to the revision of the NDC of the republic of Tajikistan (UNDP Tajikistan)


This project aimed at supporting UNDP of Tajikistan in the update of its National Determined Contributions, as part of UNDP’s Global Climate Promise Initiative and as part of the Climate Action Enhancement Package (CAEP). Gauss team developed the gender analysis, the sectoral assessments of the transport and infraestructure and industry and construction sectors, and developed a roadmap for the implementation of the NDC. Gauss supported UNDP within this project to position the agency as a lead partner of Tajikistan regarding climate change. On this regard, Gauss developed several position papers describing the addedd value of UNDP in streamling climate change in the development policies of the country.

Update of the impact assessment of existing federal climate policies and measures (PAMs) and development of a methodology for monitoring federal PAMs of the national energy and climate plan 2021-2030 (Federal Government))


This project aims at assessing the impact of existing federal policies and measures in the area of climate policy and to provide technical support for the development of a monitoring methodology of the federal PAMs of the National Energy and Climate Plan 2021-2030.

Technical support on NAMA and NDC implementation and update (UNDP Tunisia)


The aim of this project is to provide technical support in the review, monitoring, evaluation and implementation of the “Solar Plan Support NAMA” and in the creation of a favorable environment for private investment to implement and update the NDC in the energy and industrial processes sectors.

Support to the development of a long-term strategy (LTS) for Nepal – net zero emission strategy (UNDP Nepal)


Technical guidance to the Government of Nepal by reviewing and providing substantive inputs to finalize the technical reports related to Nepal’s long-term development strategy or net zero-emission strategy. Gauss provided support to UNDP and Nepal to define the activities needed to guide the climate change efforts of the country in the following 30 years.

Greenhouse gas forecasting in key sectors and impact assessment of climate change mitigation policies and measures for Tajikistan (UNDP Tajikistan))


This project assessed the GHG emission reduction impact of national policies and measures (PAMs), projecting national GHG emissions to 2030 and developing different mitigation scenarios considering different development pathways and the implementation of different PAMs. This project fed the revision of the NDC that will be submitted in 2021 to the UNFCCC.

Low emission development strategy of Georgia (UNDP Georgia)


The overall goal of the assignment is to assist UNDP and the Ministry of Environmental Protection and Agriculture of Georgia (MoEPA) in developing mid-century (long-term) gender-sensitive low emission development strategy (LT­ LEDS) of Georgia aiming at supporting the country to fulfill the commitment taken under the Paris Agreement on Climate Change and assisting in Environmentally sound long term planning in the following sectors: Energy, Buildings, Transport, Agriculture, Land-Use Change, Forestry, and Waste Management.

Elaboration of the national greenhouse gas inventory, the national inventory report, and the mitigations actions chapter for the first biennial update report and the third national communication of Cambodia (UNDP)

Elaboration of the national greenhouse gas inventory, the national inventory report, and the mitigations actions chapter for the first biennial update report and the third national communication of Cambodia (UNDP)


The objectives are the estimation of the national GHG inventory for the years 2000 – 2016, and the development of the BUR chapters on the national GHG inventory and mitigation actions. Under this project, CITEPA was in charge of the AFOLU sector for the GHG inventory and Gauss of the Management of the Project, the Energy, IPPU, and waste sectors for the GHG inventory and the mitigation actions and the assessment of their effects.

The main services provided were technical support for the elaboration of the GHG inventory and training program in the development of the national system and institutional arrangements, the elaboration of inventories, and the reporting to the UNFCCC. The study has been included in the First Biennial Update Report and Third National Communication of Cambodia.

Application of the 2006 IPCC guidelines, capacity building and quality assurance of the waste sector of the GHG emission inventory of Peru (ICAT/UNEP-DTU)


This project consisted in a quality assurance (QA) exercise focused on the capacity building of the national compilation team of the waste sector. Gauss performed a QA/QC of the national system and the waste sector of the national GHG emission inventory 1994 – 2019, provided capacity building on the elaboration of the waste sector using the 2006  IPCC guidelines, and developed a QA/QC plan and manual for the waste sector. The QA was developed together with the compilation team, identifying areas of improvement of the inventory and providing customised training to the stakeholders. As a result of this project, Peru updated the waste sector of its inventory to the 2006 IPCC Guidelines. An additional key outcome of the project was the development of an improvement plan for the further enhancement of the inventory.

Description of European experience on MRV GHG inventories to identify potential exchanges with Brazil (GiZ)


The objective is the development of a study to analyse the process of the EU GHG-Inventory and the data collection/system with its member states as well as four cases studies in the Member States that elaborate or use GHG inventories at the subnational level and to identify opportunities to exchange experiences with Brasil, by promoting dialogues between Brazilian and European stakeholders through five webinars.

Disaggregation of the national GHG emissions inventory of Peru in regional inventories (Global Green Growth Institute)


This project had three main objectives:

  • Developing a QA exercise on the latest national GHG emission inventory of Perú (INGEI) for the Energy, IPPU, Waste, and AFOLU sectors.
  • Developing a methodology and a calculation tool for disaggregating the national GHG emission inventory at the regional level. This included the design of a disaggregation methodology, the development of a calculation tool, and the elaboration of reports analysing the resulting regional inventories for the country.

Providing capacity building to national stakeholders on disaggregation methodologies.

Greenhouse gas (GHG) accounting, MRV, and capacity building for the Diamniadio urban pole, Senegal (UNIDO)


There are five main activities developed under the project: i) a greenhouse gas (GHG) emission inventory; ii) a MRV system of the GHG inventory and the NAMA; iii) the development of a climate change action plan and a Nationally Appropriate Mitigation Action (NAMA); and iv) the development of a Green Climate Fund (GCF) readiness proposal. Three training workshops of one week were delivered to implement a capacity building program and engage with key stakeholders. An automatic MRV tool was developed to estimate by company and the whole industrial site the GHG inventory, the carbon footprint and the performance indicators to monitor the implementation of the NAMA and presented to all industrial parks of Senegal for its replication.

Greenhouse gas inventory report of Fiji (Ministry of economy of Fiji)


This project aims to enable Fiji to prepare, produce, and disseminate its first BUR to the Conference of Parties (COP) of the UNFCCC according to Decisions 17/CP.8, 2/CP.17, and other guidance provided, in order to fulfil its commitments as a Non-Annex I Party to the Convention. The BUR will update and strengthen information provided regarding National Circumstances, Greenhouse Gas Inventories, Climate Change Mitigation, and information on mitigation actions and domestic Measurement, Reporting and Verification (MRV).

Steffi supports a wide range of projects at Gauss, providing essential insights based on her international experience and multidisciplinary background. Steffi is currently finishing a BSc in environment and development at the London School of Economics and Political Science (LSE). Before joining Gauss, Steffi was a research apprentice at the Department of Environmental Science, Policy, and Management at the University of Berkeley, California.

Ángel Gabriel Rivas Fonfría

Researcher || Consultant

Ángel Gabriel Rivas Fonfría. Data scientist with over five years of experience in consultancy. Ángel holds a bachelor’s degree in Physics and extensive experience in international consulting. At Gauss, Ángel is responsible for maintaining and developing customized IT tools for data handling and processing. Furthermore, Ángel is specialized in the AFOLU sector and supports a wide range of projects at Gauss related to emission inventories and projections projects at international level. Before joining Gauss, he was involved in several consultancy projects regarding the operationalization of national elections for different countries, supporting the development of the necessary software for the correct delivery of the results, from voter registration to vote count and reporting of results. Currently, he is specializing in applied statistics, information processing, and machine learning.

Théo Rouhette

Researcher || Consultant

Théo holds a BSc in Biodiversity and Conservation and an MSc in ecosystem services. Theo has experience in data analysis, geographic information systems, and remote sensing applied to geospatial analysis to support policy assessments. Théo has been the scientific coordinator and editor of the Ecobiose scientific committee for the publication of an assessment report on the role of biodiversity in regional socio-ecosystems. Furthermore, Théo has experience as a research assistant for a project to develop a bioenergy-based electrification strategy for rural communities in Africa. At Gauss, Théo supports a wide range of projects related to data processing, policy assessments, biodiversity, and adaptation to climate change.
